The City and County of Swansea Council is seeking a design team to redevelop a raft of sites across the South Wales city
The team chosen for the commission will draw up initial feasibility studies and develop planning applications for four separate sites owned by the council which are each earmarked for mixed-use redevelopment.
The project aims to revitalise a series of sites identified by the local authority as potential redevelopment ‘quick wins’ including Land at Mynydd Newydd Road and Milford Way in Penplas, a plot on Mynydd Garnllwyd Road in Morriston, the former Gorseinon Business Park in Gorseinon, and land at Midland Place, Llansamlet.
According to the brief: ‘The City & County of Swansea have commissioned a pilot project in order to assess the viability of the council undertaking direct development of surplus council owned sites that may otherwise be sold to property development companies.
‘In order to inform the council’s assessment of the advantages and potential financial return from a direct development approach, a short list of potential ‘quick win’ sites has been prepared. The council recognise that it will be necessary to adopt a tailored approach to each quick win site in order to prepare and finalise development design feasibility and planning application plans.’
Located on the South West Wales Coast, Swansea is the second largest city in Wales after Cardiff and is a major cultural, employment and education hub for the region. Earlier this year the government confirmed a £1.3 billion city deal intended to transform the area into a new centre for science and innovation.
Key projects within the city centre include ACME’s Swansea Central transformation of the former St David’s shopping centre. The project features 84,050m² of shops, offices, residential and leisure space along with a 13-storey hotel and a 40,700m² indoor venue dubbed the Swansea Arena.
Earlier this year the council launched a separate search for a design team for a major overhaul of the city’s Kingsway thoroughfare as part of Swansea’s £1.3 billion City Deal investment programme.
The latest project will overhaul of a raft of council-owned sites to deliver a mix of new private and affordable housing and commercial uses. Planned projects include a new discount food store and pub on the site of a former Co-op store in Mynydd Newydd Road.
Up to 95 residential units on Mynydd Garnllwyd Road, 20 new homes on the former Gorseinon Business Park, and 30 new dwellings on greenfield land at Midland Place are also planned.
The deadline for applications is 12noon on 26 January.
